Our Board
Drylands Learning and Capacity Building Initiative (DLCI) is a knowledge management and advocacy resource organization registered in Kenya with the aim of improving policy and practice in the Horn of Africa.
Previously known as REGLAP (the Regional Learning and Advocacy Programme), it supports collaborative learning, civic education and documentation on drylands development and advocacy.
DLCI focuses its capacity-building support in Kenya, disseminates its learning and findings to other countries with substantial drylands in the Horn of Africa.
DLCI provides knowledge management, research, facilitation, advocacy, and communications services, and is a willing partner with organizations sharing similar values and objectives.

Currently, the Head of Jameel Observatory at the International Livestock Research Institute (ILRI). He is an environment and energy expert with extensive experience in conceptualising, managing, and monitoring natural resource programmes in Eastern and Southern Africa and the wider Horn of Africa. He has extensive experience in conceptualising, managing and monitoring natural resource programmes and significant expertise in strategic management and leadership, designing flexible responses to the needs of people in complex, volatile environments. Dr.Malicha has a vast knowledge of the political economy of societies in the Horn and has led on research processes, evaluations and environmental assessments at local, national and regional levels, to inform policies and programmes. All his work has involved extensive engagement with local communities, government officials, donor agencies and civil society organisations and has sought to develop strong collaborative partnerships between these stakeholders to address these complex and interrelated issues. He is driven by a pursuit to influence change and bring transformative change. A person with a great passion for working with people with shared values. DLCI is the most fitting place for practising his transformative ideas, and space for demonstrating hard work of amplifying the voices of marginalised communities.
Working experience with the BP, KIPPRA, IUCN, IFAD and ILRI. International policy analyst focusing on rangelands, land governance, land tenure, and pastoralist voice, among other issues. Engaged with the early phase of REGLAP (DLCI’s predecessor) under the Water Sector Group. Regional Technical Analyst working on markets, land tenure, and livestock. Tested global rangeland methodology under the IUCN Global Drylands Initiative in Uruguay, Kyrgyzstan, Mongolia, Niger, Burkina Faso and Kenya. Technical lead role in the design of the country projects and technical design of the Kenya Livestock Commercialization Programme. In 2020, joined Moi University as a Council Member to shape decisions, and resource mobilisation. He is a member of various working committees.
He holds a bachelor’s degree in Environmental Planning and Management from Kenyatta University, and a Master’s Degree in Energy Policy and Economics from the University of Dundee, Scotland. Doctorate Degree from the University of Kassel the School of Tropical Science in Germany. His PhD research was on livestock marketing, looking at the pastoralist chain and how it affects its competitiveness and growth potential.

Amina is a Human Resource and Organizational Development Executive with experience in redefining HR Leadership in international development, banking, and insurance. Amina has created inclusive cultures with local, regional, and global teams in Kenya, Uganda, Tanzania, Egypt, and Somalia for over 30 years. She is skilled at HR problem-solving, designing and implementing people-centred systems and strategies, and safeguarding gender, marginalised populations, and culture. She is renowned for effective change management, creating a culture of respect, diversity, equity, and inclusion, revamping HR programmes and safeguarding procedures through team involvement, conflict resolution, recruiting, and retention, and is committed to ethics and accountability. She holds a bachelor’s degree in international business administration from the United States International University (Africa). She has a Master of International Business Administration from USIU (Africa) and a Master of Arts in Education, Gender, and International Development from University College London. Mentoring, self-improvement, hard work, and empathy are her superpowers. She is a fellow of the Institute of HR Management with a practising valid certificate.

Visionary Leader- Seasoned Finance and Business Operations expert with over 20 years of national and international experience having worked for International organisations in both development and humanitarian sectors. Experienced in strategic business planning and execution, contracting, negotiation, and change management. Strong administrative, organisational and communication skills (both verbal and written), ability to quickly gain an understanding of the organisation and relevant standards, processes and ways of working.

Omeno Suji

Omeno Suji has over 15 years of international and local experience straddling humanitarian and development work across several African countries. He has worked as a consultant providing services for a range of government, donor, NGO and Community Groups in several countries in sub-Saharan Africa. He is a published author in Participatory Impact Assessment and other areas of evaluation.
Suji has significant experience and expertise in the ASALs of Kenya and Horn of Africa countries. He holds a Master of Arts in Development Communication, Bachelor of Education and Business, Diploma in Science Education.
Suji has undertaken research and used participatory approaches in different development contexts in various countries in Africa including Rwanda, Uganda, Somalia, South Sudan, Kenya, Niger, Tanzania, and Zimbabwe. Based in Nairobi, Kenya.

A human geographer focusing on natural resources governance, specialising in development policy, land-rights inequities, and frontier transformations. He joined U4 to work on natural resource corruption with the Targeting Natural Resource Corruption (TNRC) Project. Prior to working for U4, he worked for various organisations in the East African region, including the Department of Foreign Affairs and Trade (DFAT), Oxfam GB, ACDI-VOCA, and the Frontier Counties Development Council (FCDC) – a regional economic bloc established by ten northern Kenya drylands counties.
A PhD holder in Geography and Sustainable Development from the Centre for Development and Environment (CDE) at the University of Bern in Switzerland. He has over 10 years of experience in program development and capacity building.

Fatuma earned a Degree in Law from Moi University and later joined the Kenya School of Law for a postgraduate Diploma in Law and was subsequently admitted to the Bar. In 2006 Fatuma was awarded the prestigious Chevening Fellowship to study Shariah and Governance at Birmingham University, the UK where she also undertook to work with a conflict course for 3 months. In 2008 she was among the few selected for an International Visitor Leadership Program- IVLP to travel to the US.
In 2018 Fatuma won 5 awards, 2 local and 3 international innovations and gender equality champion awards in Kenya. The FIFA Diversity Award in London; The Social Entrepreneur of the Year Award from the World Economic Forum in New York and The Commonwealth Point of Light Award from Her Majesty Queen Elizabeth. She has served her organisation HODI (Horn of Africa Development Initiative) as the Founder and Executive Director for the past 15 years.
